Mr Leonel Alberto Alves is a senior lawyer and private notary who began his legal career in 1982 after graduating from the Faculty of Law in the University of Lisbon, Portugal, in 1980. He is a member and a former First Secretary of the Legislative Assembly of Macau (1996-2017). He was also the deputy director of the Macau Basic Law Advisory Committee, a member of the Preparatory Committee of the Macau Special Administrative Region, and a member of the First Government Selection Committee of the Macau Special Administrative Region.
Mr Alves experienced and witnessed the whole process of the return of Macau. In 2001, Mr Alves was awarded the Professional Merit Medal by the Macau Government. In 2004, he became the first native Portuguese to join the Chinese nationality. In 2005, he became a member of the Executive Council of Macau and in 2008 he became a local member of the National Committee of the Chinese People's Political Consultative Conference.
Mr Alves is the President of the Discipline Inspection Committee of the Security Forces and Services of Macau (CFD) since the establishment of the committee in 2005.
